| Aim: | | This two-year programme is a good choice for those who want to understand the fundamentals of public administration and management and obtain specialised knowledge about a particular area. The programme has six elective streams: Public Management, Healthcare Management, Local Government, Law and the Administration of Justice, Management and Human Resource Management. It will be of interest to those, who do not want, initially, to commit themselves to a four-year programme. |
| Entry Requirements: | | A Leaving Certificate with minimum of grade C in two Higher Level (Honours) papers and grade D (Higher or Ordinary) in four other subjects. Subjects passed must include Irish, English, Mathematics and a Third Language. Learners of mature years, that is learners who are 21 years of age on the 1st January of the calendar year of entry, may be matriculated by UCD for the purpose of entering a degree programme of study. |

Exemptions:
| | Graduates and those with other relevant awards may apply for an exemption from a subject in the first year of the Diploma Programme. Only those who have studied relevant disciplines will be considered. Learners must take all subjects in Year Two of the programme if they wish to avail of the Diploma Award. Application forms for exemptions which should be completed and returned no later than early-October 2011, are available from the IPA (01) 240 3600 or by emailing educ@ipa.ie. Applications must be accompanied by proof of qualifications (transcripts of results for each year of previous 3rd level studies). |

| | Year One Economics Law Irish Government & Politics Principles of Management Plus two compulsory weekend seminars and optional tutorials. Year One will be offered in September 2011.
Year Two – Core Subjects Economics Organisation and Management European Studies Plus Elective Stream
Plus two compulsory weekend seminars and optional tutorials. Year Two will commence in September 2012 and streams will be offered subject to demand and viable numbers.
Learners attend the same lectures as the B.A. (Hons) learners, study the same subjects and attend the same seminars and tutorials. This means that participants take and are examined in eight subjects – four in Year One and four in Year Two.
The Diploma programme takes two years to complete. After first year there are six elective streams: Public Management, Healthcare Management, Local Government Law, and the Administration of Justice, Management and Human Resource Management. In 2012/2013 it is anticipated that the Core Subjects for Year Two for all streams will be available in the Department of Business at Limerick Institute of Technology. Electives will be provided subject to demand and viable numbers. Where lectures are not provided in any given stream learners can pursue their elective subjects through Distance Education directly with the Institute of Public Administration. |
Progression:
| | Learners who gain an average of 40% or higher in the assessments can enter the third year of the B.A. (Hons). |

The Diploma programme is accredited by UCD. The Diploma is positioned at Level 6 on the National Qualifications Framework. Learners who successfully complete year one of the programme will receive an interim award of a UCD Certificate in Public Management. |
| Assessment: | | Learners are assessed by means of assignments given through the year and final examinations. Examinations are held twice yearly in April and August (Supplementary). |

| Fees: | | Per AnnumThe total fee, which includes NUI matriculation fee, tuition fee, examination fee, weekend seminar fee (including lunch), use of IPA library and membership of the IPA is payable in two instalments as detailed below. The first instalment must be received by 14th September 2011. Second instalment to be paid before 30th January 2012. Learners attending lectures at Limerick Institute of Technology should pay the first instalment of the tuition fee to Limerick Institute of Technology and the second instalment to the IPA (including the matriculation, examination and seminar fees). Learners attending LIT should enrol with the IPA and with LIT. |

| Subject Accumulation: | | If a learner does not wish to take all the subjects in one year, he/she may study one, two or three subjects on a phased basis. Learners taking the Public Management programme by Subject Accumulation pay €740 per subject. The fee due to the IPA for Subject Accumulation learners taking tuition in LIT is €370 per subject. The fee due to the LIT is €370 per subject.
First year of this programme, Diploma in Public Management (IPA/UCD) will be offered in September 2011. Year Two of this programme will commence in September 2012. |
